Position Summary

The Chief Executive Officer (CEO) is responsible for the overall leadership, strategic direction, and operational oversight of the substance use treatment facility. The CEO ensures the organization delivers high-quality, compliant, and client-centered services in accordance with all applicable federal, state, and local regulations, including New Jersey Department of Health (DOH) and Division of Mental Health and Addiction Services (DMHAS) standards.

Key Responsibilities

Leadership & Strategy

  • Provide executive leadership and set the organization’s vision, mission, and strategic direction
  • Collaborate with the Board of Directors on organizational goals, growth, and sustainability
  • Develop and implement long-term strategic and operational plans

Operations Oversight

  • Oversee all program operations, including residential and support services
  • Ensure appropriate staffing levels and organizational structure across all departments
  • Monitor program performance, census, and service delivery outcomes

Regulatory Compliance

  • Ensure full compliance with all licensing, accreditation, and regulatory requirements
  • Oversee readiness for inspections, audits, and site visits (DOH, DMHAS, and other governing bodies)
  • Maintain policies and procedures aligned with state and federal standards

Financial Management

  • Oversee budgeting, financial planning, and fiscal performance
  • Ensure proper billing practices, revenue cycle management, and cost control
  • Work with finance team to maintain financial stability and sustainability

Clinical & Program Quality

  • Ensure delivery of high-quality, evidence-based treatment services
  • Collaborate with clinical leadership to maintain standards of care and improve outcomes
  • Monitor documentation, reporting, and compliance with clinical requirements

Human Resources & Leadership Development

  • Oversee recruitment, retention, and development of leadership staff
  • Ensure performance management systems, employee relations, and HR compliance
  • Promote a positive, professional, and accountable workplace culture

External Relations

  • Serve as the primary representative of the organization to stakeholders, partners, and the community
  • Build relationships with referral sources, government agencies, and community organizations
  • Support business development and program growth initiatives
Qualifications

Education:

  • Master’s degree required in Healthcare Administration, Business Administration, Public Health, Social Work, or related field
  • Doctorate preferred (e.g., PhD, PsyD, DSW, or equivalent)

Licensure/Certification (Preferred):

  • LCADC, LCSW, LPC, CCS or other relevant clinical license strongly preferred
  • If non-clinical, must demonstrate strong experience overseeing clinical programs

Experience:

  • Minimum of 7–10 years of progressive leadership experience in healthcare or substance use treatment
  • At least 5 years in an executive or senior management role
  • Experience in residential/ behavioral health settings strongly preferred
